คุณสมบัติของผู้สมัคร :
1. คุณวุฒิปริญญาเอกจากสถาบันที่ ก.พ. รับรอง ทั้งในประเทศและต่างประเทศ ในสาขารัฐประศาสนศาสตร์ บริหารรัฐกิจ นโยบายสาธารณะและการจัดการภาครัฐ หรือสาขาอื่นที่เกี่ยวข้อง โดยมีวิทยานิพนธ์หรือเอกสารแสดงประสบการณ์ทางด้านงานวิจัยประกอบการสมัคร (ต้องไม่ใช่งานวิจัยในชั้นเรียน)
2. มีผลงานวิชาการที่ไม่ใช่ส่วนหนึ่งของการศึกษาเพื่อรับปริญญาของตนเอง โดยเป็นผลงาน ด้านรัฐประศาสนศาสตร์ บริหารรัฐกิจ หรือนโยบายสาธารณะและการจัดการภาครัฐ อย่างน้อย 3 เรื่อง ในรอบ 5 ปีย้อนหลัง โดยอย่างน้อย 1 เรื่อง ต้องมีผลงานตีพิมพ์ในวารสารวิชาการระดับนานาชาติ (Scopus) หรือสาขาใกล้เคียง โดยมีวิทยานิพนธ์หรือเอกสารแสดงประสบการณ์ทางด้านงานวิจัยประกอบการสมัคร
3. มีประสบการณ์ด้านการวิจัยที่เกี่ยวข้องกับรัฐประศาสนศาสตร์ บริหารรัฐกิจ หรือนโยบายสาธารณะและการจัดการภาครัฐ โดยมีผลงานวิจัย หรือเคยนำเสนอผลงานทางวิชาการในการประชุมวิชาการระดับชาติหรือนานาชาติ อย่างน้อย 2 ผลงาน
4. มีความสามารถในการใช้โปรแกรมคอมพิวเตอร์ในระดับดี - ดีมาก มีความสามารถและทักษะในการใช้ภาษาอังกฤษในระดับดี – ดีมาก
5. เคยเป็นวิทยากรบรรยายพิเศษ จัดฝึกอบรมเป็นคณะทำงาน หรือคณะกรรมการในโครงการระดับชาติหรือนานาชาติ
6. มีผลงานอื่น ๆ ที่เป็นนวัตกรรมที่โดดเด่นทางด้านรัฐประศาสนศาสตร์ บริหารรัฐกิจ หรือนโยบายสาธารณะและการจัดการภาครัฐ
7. มีความรู้และทักษะด้านภาษาอังกฤษ (อ่าน พูด ฟัง เขียน) ในระดับดี หรือ ดีมาก และผ่านเกณฑ์ตามประกาศมหาวิทยาลัยมหิดล โดยมีคะแนนการทดสอบภาษาอังกฤษประเภทใดประเภทหนึ่ง ดังนี้
- ILETS (Academic Module) คะแนนรวมไม่ตำกว่า 6 คะแนน หรือ
- TOEF IBT (Interest Based) ไม่ต่ำกว่า 79 คะแนน หรือ
- TOEFL ITP ไม่ต่ำกว่า 550 คะแนน หรือ
- TOEFL CBT ไม่ต่ำกว่า 213 คะแนน หรือ
- MU GRAD Test ไม่ต่ำกว่า 80 คะแนน หรือ
- MU GRAD PLUS ไม่ต่ำกว่า 90 คะแนน
ทั้งนี้ ผลสอบคะแนนภาษาอังกฤษดังกล่าว จะต้องมีอายุไม่เกิน 2 ปีนับตั้งแต่วันที่ประกาศผลสอบคะแนนภาษาอังกฤษ
กรณีผู้ที่บรรจุและแต่งตั้ง เปลี่ยนตำแหน่ง หรือเปลี่ยนประเภทการจ้างเป็นพนักงานมหาวิทยาลัย ไม่ผ่านการทดสอบภาษาอังกฤษตามเกณฑ์ที่กำหนดไว้ ข้อ 7 ให้สามารถบรรจุและแต่งตั้ง เปลี่ยนตำแหน่ง หรือเปลี่ยนประเภทการจ้างได้ต่อไปนี้
1) เป็นผู้สำเร็จการศึกษาระดับปริญญาเอกขึ้นไป และมีผลคะแนนทดสอบภาษาอังกฤษก่อนเข้าศึกษา โดยผลคะแนนทดสอบภาษาอังกฤษมากกว่าหรือเท่ากับเกณฑ์ที่มหาวิทยาลัยกำหนด หรือ
2) เป็นผู้สำเร็จการศึกษาจากหลักสูตรที่มีการเรียนการสอนเป็นภาษาอังกฤษ (หลักสูตรนานาชาติ) ในประเทศที่มีการใช้ภาษาอังกฤษเป็นภาษาทางการ
Required Qualifications:
Applicants are required to meet the following criteria:
- Possess a doctoral degree in Political and Administrative Science, Public Administration, Public Policies, Public Sector Management, or related fields from an institute accredited by the Office of the Civil Service Commission (OCSC). Additionally, applicants are required to submit a thesis/dissertation or provide evidence of research experience as part of the application (Classroom research is not accepted).
- Have a track record of academic work in Political and Administrative Science, Public Administration, Public Policies, or Public Sector Management, which goes beyond degree requirements. This should include a minimum of three academic research works within the last five years, with one of these works published in an international academic journal (Scopus-indexed journal). The thesis/dissertation or proof of research experience must be included with the application.
- Demonstrate research experience related to Political and Administrative Science, Public Administration, Public Policies, or Public Sector Management, or have presented academic work at domestic or international conferences.
- Possess proficient computer skills at a good or very good level and demonstrate English language proficiency at a good or very good level.
- Have experience as a guest speaker for special lectures and training sessions for teams or have served as a committee member in domestic or international projects.
- Showcase distinguished innovations in Political and Administrative Science, Public Administration, Public Policies, or Public Sector Management.
7. Exhibit strong English language skills in reading, writing, listening, and speaking, and achieve a passing score on one of the English proficiency tests recognized by Mahidol University, as specified below:
- IELTS (Academic Module): Minimum total score of 6 OR
- TOEFL IBT (Internet-Based Test): Minimum score of 79 OR
- TOEFL ITP (Institutional Testing Program): Minimum score of 550 OR
- TOEFL CBT (Computer-Based Test): Minimum score of 213 OR
- MU GRAD Test: Minimum score of 80 OR
- MU GRAD PLUS: Minimum score of 90
The score result must be 2 years old or less on the date of score announcement.
If any successful candidate, who is accepted and appointed or is undergoing a change in their position or employment type as a university employee, does not meet the English Proficiency Test requirement outlined in Item 7, they may still be accepted and appointed under the following conditions:
- The successful candidate holds a doctoral degree or higher and has previously taken an English Proficiency Test before commencing their studies, achieving a score equivalent to or above the standard score as defined by the University's criteria, OR
2) The successful candidate has completed a program of study conducted in English as the medium of instruction (an international program) in any country where English is an official language.
